Sourced, dated ranges for every big cost, a side-by-side table for a small cafe and a cloud kitchen, and the Mumbai-specific things that catch first-time owners out.

Short answer

Trade estimates from 2026 put a small cafe (200 to 400 sq ft) at about ₹8 to 15 lakh to open, and an independent cloud kitchen in Mumbai at about ₹5 to 15 lakh. Rent and deposit are the biggest swing in Mumbai, Navi Mumbai and Thane. On top of the opening cost, keep three to six months of running costs as working capital.

Small cafe vs cloud kitchen: the costs side by side

The ranges below come from Restaurant India: its cafe guide (August 2026, ranges for India with metro rents) and its Mumbai cloud kitchen guide (July 2026). Rows marked “estimate” are ours. Treat all of it as a starting point for your own quotes, not a price list.

A sample cafe budget

Restaurant India’s sample budget for a ₹12 lakh cafe, shown as published:

ItemAmount
Rent and deposit₹2.2 lakh
Interiors₹2 lakh
Coffee equipment₹3 lakh
Furniture₹1 lakh
Licences₹60,000
Opening stock₹80,000
Billing system₹40,000
Marketing₹50,000
Working capital₹1.5 lakh
Total₹12 lakh

Our note for Mumbai: at metro rents, ₹2.2 lakh will not cover the rent and deposit. At ₹60,000 a month, a deposit of 2 to 6 months alone is ₹1.2 to 3.6 lakh before the first month’s rent. Price your actual shop first and adjust the rest around it.

Rent and deposit: the biggest swing

  • Rents change street by street in Mumbai, Navi Mumbai and Thane. Get quotes for three or four similar spaces in the same node before agreeing.
  • Ask what the deposit covers and when it comes back. Get the lock-in period, the yearly rent increase and who pays maintenance in writing.
  • Register the agreement. In Maharashtra, leave and licence agreements must be in writing and registered (Maharashtra Rent Control Act, 1999, section 55). Stamp duty and registration add a small amount.
  • Check the kitchen basics before you sign: an exhaust route, drainage, water, electricity load, and whether the building allows a commercial kitchen.
  • Ask about piped gas. During the commercial LPG shortage in March 2026, AHAR said 20% of Mumbai’s 16,000 restaurants shut on one day and 35% the next, while places on piped gas could keep cooking.

Licences: small fees, real time

Government fees are a small part of the licence budget; consultants, fire safety work and time are the bigger cost. The FSSAI fee is ₹100 a year for registration and ₹2,000 a year for a restaurant’s state licence, as listed on FoSCoS. From 1 April 2026, FSSAI raised the turnover limit for registration from ₹12 lakh to ₹1.5 crore a year (state licence above that, up to ₹50 crore), so most new cafes and cloud kitchens will only need registration. See FSSAI registration vs licence and our full list of restaurant licences in Maharashtra. Start the paperwork as soon as you have the rent agreement; some licences need it.

Cloud kitchen: count the commission too

A cloud kitchen saves on interiors and rent, but most of its orders usually come through Swiggy and Zomato, which keep a commission and charges on every order. Work out what you keep per order with the commission calculator and read how Swiggy and Zomato commission works. Taking some orders directly, by phone or your own page, changes the maths: see getting orders without Swiggy and Zomato.

Before you sign anything

  1. Get three real quotes for rent, equipment and interiors. Trade ranges are averages; your shop is not.
  2. Write your monthly running costs (rent, salaries, gas, electricity, stock, software, app commission) and put them in the restaurant profit calculator to see the sales you need each day to break even.
  3. Keep three to six months of those costs aside as working capital, separate from the opening budget.
  4. Add 10% to 15% for surprises (our estimate): electrical work, plumbing, a fridge that arrives late.

Billing from day one, with nothing upfront

Billing does not have to be a ₹40,000 line in your budget. Venditas runs in the browser on the phones, tablets or computer you already have, with nothing to pay upfront: 30 days free, then ₹3 per paid bill (at 40 bills a day, about ₹3,600 a month). For the first 100 restaurants we set it up with you for free. It needs internet, and to be honest about one thing: it does not connect to Swiggy or Zomato yet, so a cloud kitchen taking most orders through the apps would have to enter those orders by hand. For a cafe, or a kitchen building its own direct orders, it covers bills, KOTs, a kitchen screen, stock and day close. See pricing.

This guide is general information as of 10 October 2026. The ranges are trade estimates and our own estimates, labelled as such, not quotes; prices change and vary by location.

Questions

Quick answers

How much does it cost to open a small cafe in Mumbai?

Restaurant India (August 2026) puts a small cafe of 200 to 400 sq ft at ₹8 to 15 lakh across India, with metro rents of ₹60,000 to ₹2 lakh or more a month and a deposit of 2 to 6 months’ rent. In Mumbai, rent and deposit usually decide which end of that range you land at.

How much does a cloud kitchen cost in Mumbai or Navi Mumbai?

Restaurant India (July 2026) puts an independent cloud kitchen in Mumbai at ₹5 to 15 lakh or more, a shared kitchen at ₹2 to 5 lakh and a home-based one at ₹50,000 to ₹2 lakh, with monthly rent of ₹15,000 to ₹75,000.

How much working capital should I keep?

Keep enough to run for three to six months without counting on sales: rent, salaries, gas, electricity and stock. New places often take months to fill up, and delivery app payouts arrive after a delay.

What do licences cost for a cafe or cloud kitchen?

Trade estimates range from about ₹15,000 to ₹1.5 lakh in total, depending on size and how much you pay consultants. The FSSAI government fee itself is ₹100 a year for registration (turnover up to ₹1.5 crore) and ₹2,000 a year for a restaurant’s state licence. Our licences guide lists what you need in Maharashtra.

Is a cloud kitchen cheaper than a cafe?

It is usually cheaper to open: no seating, no interiors for guests, and rent in a back lane. But most of its orders come through delivery apps that keep a commission on every order, so the monthly costs look different. Run both through the profit calculator before you decide.

Do I need to register my shop rent agreement in Maharashtra?

Yes. Under section 55 of the Maharashtra Rent Control Act, 1999, leave and licence agreements must be in writing and registered. Budget for stamp duty and registration, and ask your broker or lawyer for the exact amount.
