UPI charges for restaurants: status, rates and settlements.

Separate an announced merchant-fee framework from the date it starts and the amount actually received by your restaurant.

Status checked 26 October 2026

NPCI's 13 October release deferred the rollout until after Diwali, with the date to be notified separately. It gives no replacement calendar date. Do not treat 15 October or a rumoured January date as the operative date on the basis of the earlier announcement.

What the September framework says

The NPCI FAQs dated 15 September 2026 describe the rates and categories. Read them together with the later implementation notice, rather than using the FAQ's original date alone.

SituationAnnounced treatment
Covered P2M payment above ₹2,0000.4% merchant discount rate
Payment of ₹75,000 or more under that rate₹300 maximum per payment
Payment up to and including ₹2,000No MDR under this framework
Exempt P2PM small-merchant categoryZero MDR; the FAQ describes merchants receiving up to ₹1 lakh a month through the category

Eligibility depends on the merchant/payment category, not just the size of one restaurant bill. Ask the bank behind your merchant QR which classification applies. Other categories and payment instruments have their own treatment; this table is not a universal rate list.

Keep the guest's payment separate from the merchant cost

The Ministry of Finance's 15 September explanation says MDR is a merchant-ecosystem charge rather than a customer charge. It says banks should ensure merchants do not pass MDR on to customers, and UPI apps must not impose platform or hidden fees. Do not add a separate MDR line to a guest's bill on the strength of a software setting.

The same release distinguishes free person-to-person transfers and protected small payments from the covered merchant transactions. A screenshot of somebody else's QR or a social-media headline does not tell you your outlet's category or its current bank terms.

How to check a settlement without guessing

Use three records for the same period: the POS payment report, the payment provider's transaction/settlement report and the bank credits. Keep pending payments, reversals and deductions visible. A displayed payment QR is an invitation to pay, not proof that money arrived.

  1. Match a recorded UPI receipt to its successful payment reference and amount.
  2. Check when that receipt appears in the provider's settlement record and the bank. Keep period cut-offs consistent.
  3. If the credited amount differs, find the actual deduction, reversal or adjustment entry. Ask the provider to explain an unexplained difference in writing.
  4. Confirm the applicable notice, category, rate and effective date before forecasting an ongoing fee.

For illustration only, a ₹3,000 receipt and a ₹2,988 bank credit differ by ₹12. That subtraction alone does not establish what caused the difference or whether the announced MDR has begun. Use the itemized settlement record. Keep a software subscription charge separate from a bank/payment-provider deduction.

What to ask your bank or payment provider

  • Which merchant category and payment instrument does this QR use?
  • Which current official notice and start date apply to our account?
  • How will a valid charge appear: in each settlement, a separate invoice or another statement field?
  • How do we identify pending receipts, reversals and corrections when closing the day?

Keep the reply with the accountant's records and review the cash and payment closing checklist. This operational checklist is a recommendation for checking your records, not a bank's settlement specification.

How Venditas fits

Venditas records the bill and payment method and can show a UPI QR for the amount due. It does not process your UPI payment or automatically establish that the bank received it. The restaurant uses its own payment arrangement and checks receipt there. See the sample POS screens or ask the founders to show the closing report.

Questions

Quick answers

Did the announced UPI MDR start on 15 October 2026?

NPCI's 13 October release deferred implementation until after Diwali, with the date to be notified separately. That release does not provide a new calendar date. Check the dated official notice and your acquiring bank before treating a charge as active.

What fee did the UPI merchant framework announce?

The September framework specifies 0.4% MDR for covered person-to-merchant payments above ₹2,000, capped at ₹300 for payments of ₹75,000 and above. Merchant-category exemptions matter. This describes the announced framework, not proof that a fee was deducted from your settlement.

Can a restaurant add the merchant MDR to the guest's bill?

The Ministry of Finance's 15 September explanation says MDR is not a customer charge and banks are advised to ensure merchants do not pass it on. It also prohibits UPI-app platform or hidden charges. Follow the official rules and your bank's instructions.

Does Venditas deduct the UPI merchant fee?

Venditas provides billing records and a payment QR; it does not process the restaurant's UPI payments or deduct this bank/payment-provider fee. Confirm receipt and any deduction using your own payment provider and bank settlement records.
